Libyana Former Officials Detained Over LD 426 Million Mismanagement

The Attorney General’s Office reported yesterday that the Public Prosecution has ordered the detention of a former Director General of Libyana Mobile Phone Company and the company’s former Commercial Department official.

The Public Prosecution examined the company’s financial activities during 2023 and 2024, uncovering evidence that the accused had deviated from the public interest.

They had authorized a contract with a company to market prepaid cards—initially for a commission of 4% of the sales value—and subsequently raised this rate to 10% for the contractor’s benefit, without any factual or legal justification.

Similarly, the two officials authorized a contract with another company to market an electronic top-up service—initially for 4% of the service’s revenue—and later increased this rate to 15% of the total financial revenue for the contractor, again without any factual or legal basis.

A review conducted by the Public Prosecution to quantify the financial loss to public funds resulting from the mismanagement of Libyana’s finances confirmed that the accused’s actions enabled the first contractor to obtain illicit financial gains totalling 127 million dinars, and the second contractor to obtain illicit gains totalling 299 million Libyan dinars.

The investigation also established that the accused had authorized the purchase of a property for 120 million dinars in violation of the company’s budget management regulations.

Consequently, the Public Prosecution ordered the accused to be held in pretrial detention pending further investigation.
