Deputy Minister U Min Zeyar Hlaing and party hold talks with Russian Deputy Minister Mr Alexander Shoitov.

A Myanmar delegation led by Deputy Minister for Digital Development and Communications U Min Zeyar Hlaing attended the 2nd Global Digital Forum in Moscow, Russian Federation, from 8 to 10 October 2026.
During the forum, the Deputy Minister and his team took part in various sessions, including the 6th Russia-ASEAN Dialogue on ICT Security-Related Issues. Myanmar served as co-chair of the dialogue on behalf of ASEAN. The Deputy Minister also participated as a panellist in the “e-Governance Knowledge Sharing” roundtable discussion.
On the sidelines of the event, the Myanmar delegation held a bilateral meeting with Mr Alexander Shoitov, Deputy Minister of Digital Development, Communications and Mass Media of the Russian Federation. The two sides discussed avenues for bilateral cooperation in digital development, focusing on digital government systems, cybersecurity frameworks, and technology-focused human resource development through training programmes.
The three-day forum in Moscow drew more than 1,000 IT professionals from over 100 countries, alongside executives and representatives from more than 50 leading technology firms. — MNA/ST
