Proposals have been made in Kyrgyzstan to toughen penalties for organizing illegal dumps and littering on roads and tourist sites. Relevant amendments to the Code of Offenses have been submitted for public discussion.
Individuals who organize an unauthorized dump could face up to 20 hours of community service or a fine of 10,000 soms, while legal entities could be fined 23,000 soms.
For a repeat offense, individuals would face from 20 to 40 hours of community service or a fine of 20,000 soms. The fine for legal entities would be 65,000 soms.
The draft amendments define organizing an illegal dump as the systematic delivery and disposal of waste in unauthorized locations, as well as preparing a site and creating conditions for dumping waste.
Individuals who dump, store or burn waste at natural sites classified as tourist resources could be fined 5,500 soms, while legal entities could face a 17,000-som fine.
For a repeat offense, the fines would increase to 10,000 and 23,000 soms respectively. Community service would also be available as an alternative penalty.
The fine for littering on roads, including from moving vehicles, is proposed to be increased from 3,000 to 5,500 soms.
The drafters say the amendments would help reduce the number of illegal dumps and improve the condition of roads and natural tourist sites. If adopted, the law would enter into force 10 days after its official publication.
