The Zhogorku Kenesh of Kyrgyzstan has approved in the first reading amendments to the Law «On State Registration of Rights to Immovable Property and Transactions Therewith.»
The bill’s initiator, MP Dastan Bekeshev, said cases of real estate fraud are on the rise. According to him, the existing regulations are insufficient to prevent the illegal loss of homes and other real estate in a timely manner.
The MP therefore proposes giving citizens the option to impose a self-ban on registration actions involving their property.
«I propose giving citizens the right to impose a self-ban on the sale of their real estate,» Bekeshev said.
Initially, the MP proposed setting the ban at 24 hours. However, the Cabinet of Ministers proposed extending the period to 72 hours.
«In other words, during this time, if a citizen, even after consulting with relatives, does not change their mind about selling the property, it can be re-registered. I am ready to revise the bill together with the Cabinet. But given the increasing number of fraud cases, these amendments are very timely, especially for elderly people. The mechanism is the same as the self-ban on loans,» the MP explained.
He clarified that the self-ban would not apply to court disputes over housing. The bill is primarily aimed at combating fraudsters.
When asked how the measure would apply to property acquired jointly by a family, the MP noted that the consent of both spouses would be required for the self-ban.
