The Aiкol Manas monument removed from Ala-Too Square in Bishkek is proposed to be transferred free of charge into state ownership for the Toktogul district administration. The relevant draft resolution has been prepared for consideration by the Bishkek City Council.
According to the explanatory note, the district administration submitted the request on August 20, 2026. The transfer is intended to promote tourism in Toktogul, popularize national heritage and introduce young people to historical and cultural values.
The sculpture’s book value is 15,036,663.71 soms. The document does not specify where it would be installed.
If the draft is approved, the City Hall will be required to formalize the transfer and amend the municipal property register. According to the explanatory note, the resolution would not require additional spending from the local budget.
The Aiкol Manas monument was unveiled on Ala-Too Square on August 31, 2011, to mark the 20th anniversary of Kyrgyzstan’s independence. The sculpture was dismantled on January 17, 2025. At the time, authorities said the work was part of the reconstruction of the monument and its pedestal.
