The City of Windhoek has announced an average 3.6% electricity tariff increase for the 2026/2027 financial year, effective from 1 September 2026, following approval from the Electricity Control Board (ECB).
The adjustment will apply to electricity supplied by the City to households, businesses and institutions across Windhoek and is aimed at supporting the continued maintenance and improvement of the municipality’s electricity infrastructure.
The tariff adjustment follows NamPower’s application to the ECB for an 8.4% increase in its bulk electricity tariff for the same financial year.
NamPower had applied for the increase to cover rising costs related to electricity generation, power purchases, transmission and the maintenance of its electricity
supply network. The application would have increased the average bulk electricity tariff from N$2.0611 per kilowatt-hour (kWh) to N$2.2340 per kWh.
After reviewing the application, the ECB approved a lower increase of 4.8%.
Government later provided N$90 million in support to reduce the impact of the increase on electricity customers.
As one of NamPower’s bulk electricity customers, the City of Windhoek then submitted its own tariff application to the ECB based on the cost of distributing electricity within the capital.
The City said the approved adjustment is necessary to ensure the continued provision of a secure, reliable and high-quality electricity supply to residents, businesses and institutions.
The municipality said electricity remains an essential service that supports economic activity and social development in Windhoek. “While the City remains committed to keeping electricity as affordable as possible, periodic tariff adjustments are essential to support infrastructure maintenance and improvement, meet growing demand and ensure the long-term sustainability of electricity services,” the City said.
The City added that the increase will help it continue delivering electricity services efficiently as Windhoek grows and works towards its vision of becoming a sustainable and caring city by 2027.
