The Central Equatoria State government says the ongoing construction of the Lou–Referendum–Bilpam road will significantly improve urban connectivity and provide alternative transit routes for residents in densely populated areas of western Juba.
The 5.6-kilometer road stretches from Lou through Hai Referendum and Eden Mangaten before connecting to the main Bilpam Road.
Central Equatoria State Governor Emmanuel Adil Anthony inspected the project alongside State Minister of Roads and Bridges Latio Paul, Juba County Commissioner, Juba City Mayor Christopher Sarafino Wani Swaka, and members of the state technical team.
Speaking during the inspection, Mayor Swaka reported that approximately 1.5 kilometers of asphalt surfacing has been completed on one side of the dual carriageway.
While the initial phase covers 5.6 kilometers, Swaka noted that the project is expected to be extended to 11.3 kilometers, eventually forming part of a wider ring road connecting Lou directly to Gabat.
Swaka explained that the inspection aimed to assess construction progress and address logistical bottlenecks affecting the timeline. Among the key hurdles is a delay in bitumen shipments from Iran, driven by ongoing Middle East supply chain disruptions, alongside administrative and clearance delays at the Mombasa port and the Nimule border post.
Governor Adil has taken up the matter and is set to engage national authorities to streamline logistical clearances and ensure the project receives full support.
Swaka commended area residents for their cooperation and urged continued community support as contractors work to complete the vital thoroughfare.
The infrastructure project is funded through the Presidential Special Programmes initiated by President Salva Kiir Mayardit and implemented under the Office of the Senior Presidential Envoy on Special Programmes.
