Min Aung Hlaing leaves for Russia as Naypyidaw deepens economic and defense ties with Moscow

Myanmar regime leader Min Aung Hlaing departed Naypyidaw on Monday for an official visit to Moscow, where he is scheduled to meet with Russian President Vladimir Putin at the Kremlin on Aug. 18.

The summit marks Min Aung Hlaing’s fifth international journey seeking political legitimacy following his inauguration as Myanmar president by a pro-military parliament on April 10.

High-Level Bilateral Agenda & Moscow Summit

The talks between President Putin and Min Aung Hlaing will focus on expanding strategic cooperation across economic, security, and technological sectors, alongside discussions on regional stability.

Min Aung Hlaing will also meet with Russian Prime Minister Mikhail Mishustin, State Duma Chairman Vyacheslav Volodin, and attend the Myanmar-Russia Economic Forum, regime media reported.

Dawei SEZ Energy Pacts and Alternative Maritime Routes

Central to the bilateral agenda is the execution of key infrastructure projects within the Dawei Special Economic Zone (SEZ) in Tanintharyi Region:

Defense Technical Cooperation and Regional Security

Russian-Myanmar political and defense ties continue to deepen through joint military exercises, energy initiatives, and strategic infrastructure developments. But security around the Dawei SEZ remains volatile.

The Karen National Union (KNU) designates parts of Tanintharyi as its Brigade 4 territory, leading to ongoing clashes between regime forces and the Karen National Liberation Army (KNLA) along key transport arteries like the Myeik–Dawei road.
