The Romanian Government, during an extraordinary meeting, adopted the “Decision on the Adoption of Safety Measures on the Electricity Market”, creating the legal framework for interventions aimed at safeguarding the operation of the National Power System.
Thus, the necessary legal framework has been created for C.N.T.E.E. Transelectrica S.A., through the National Energy Dispatch Centre, to order, until August 31, 2026, a series of safety measures if developments in the National Power System make them necessary. These measures could be implemented during periods when an electricity deficit is recorded, in the following order of priority:
- Increasing technological system reserves at generation units capable of operating on alternative fuels, with a view to using them;
- Starting generating units held in technical reserve and available to the National Energy Dispatch Centre;
- Reducing or cancelling available interconnection capacity in the export direction;
- Reducing or cancelling notified electricity exchanges in the export direction;
- Gradually limiting electricity consumption between 19:00 and 23:00, under the conditions established by the Electricity Consumption Limitation Regulation, which covers only large electricity-consuming economic operators and does not apply to household consumers.
The Government stressed that household consumers are not targeted by the consumption limitation mechanism.
The measures are designed to provide Transelectrica, through the National Energy Dispatch Centre, with the necessary tools to maintain the balance between electricity production and consumption and safeguard the stability of Romania’s National Power System.
The measures may be applied until August 31, 2026, depending on developments in the national electricity system.
The Government said that the measures will be implemented only if the evolution of the National Power System makes them necessary.
