During a fireside chat at the National Urban League’s annual conference in Nashville last week, the former vice president discussed the party’s strategy for the upcoming midterm and presidential elections ― and the high stakes that Democrats are facing.

“Registering folks to vote and having an agenda that is about turning out the vote in the greatest numbers we have ever seen so that in this environment where they are cheating, we will be too big to rig,” Harris said to applause from the crowd when asked about how Democrats can respond.

“It means being ruthless. They are ruthless,” she said of Republicans. “We need to be ruthless, too. And by that, I do not mean cruel. That is not our nature. By that, I do not mean breaking the law. That is not what we do. But I do mean we must be uncompromising.”

Harris then postured that the party “must allow for a real conversation about revisiting certain things” before offering up her ideas.

“I know this is going to be controversial coming from me in particular. We need to revisit the Electoral College,” she said to more applause. “We need to revisit the point of expanding the court to 13 justices, like we have 13 district courts. We need to revisit, if they so want, statehood for Puerto Rico and D.C.”

“I am not done,” Harris told the BBC last year. “I have lived my entire career as a life of service, and it’s in my bones.”
