ZAGREB, 30 July 2026 – The Croatian Government has taken another step towards establishing domestic ammunition production after approving a draft Memorandum of Understanding for cooperation on a new manufacturing project.
The decision was adopted at Thursday’s Government session and supports plans to establish small calibre ammunition production in Croatia in partnership with Beretta Holding.
Deputy Prime Minister and Defence Minister Ivan Anušić said the Government had already expressed its support for the initiative in May, backing cooperation on the project and the construction of a new ammunition factory in Croatia.
Following that decision, a draft Memorandum of Understanding was prepared between Ammolux S.A., acting on behalf of Beretta Holding, the Government of the Republic of Croatia, and the project’s financial investor.
The memorandum provides a general framework for future cooperation and is intended to pave the way for a formal agreement and the establishment of a new special purpose company in Croatia that would oversee the project.
The Government stressed that the memorandum is a letter of intent rather than a legally binding agreement. Its legally enforceable provisions relate only to confidentiality and the application of Croatian law.

The memorandum was signed on behalf of the Croatian Government by Defence Minister Ivan Anušić.
It was also signed by Pietro Gussalli Beretta, President and Chief Executive Officer of Beretta Holding Group, and financial investor Ivan Kapetanović.
The proposed factory forms part of Croatia’s wider efforts to strengthen its domestic defence industry and develop strategic manufacturing capabilities through international cooperation. The memorandum marks an important procedural step, with further agreements expected before the project can move into its implementation phase.
