LOBAMBA – Some Members of Parliament (MPs), including Cabinet ministers, have still not declared their assets and liabilities as required by law, prompting Speaker of the House of Assembly Hon. Jabulani Mabuza to remind lawmakers that they should lead by example.
The Speaker made the remarks before the commencement of the House of Assembly sitting on July 26,2026 after revealing that the Commission on Human Rights and Public Administration/Integrity had submitted to him a list of legislators who had not complied with the constitutional requirement.
“It is a requirement of the law that they should declare their assets and liabilities,” said Mabuza.
He said lawmakers were expected to uphold the highest standards of integrity and accountability because they were entrusted with making the country’s laws.
“As lawmakers, they should lead by example,” he said.
The Speaker disclosed that more than 10 legislators, including ministers, were still on the outstanding list.
Deputy Speaker Madala Mhlanga sought clarity on whether the Speaker was referring to Members of the 12th Parliament.
“Are you referring to Members of the 12th Parliament who did not declare their assets and liabilities?” asked Mhlanga.
Responding, Mabuza said he was referring to MPs who had failed to submit their declarations during the required period and whose names had remained on the outstanding list.
Under Section 241 of the Constitution of the Kingdom of Eswatini, Members of Parliament are required to declare their assets, liabilities and financial interests to the Commission on Human Rights and Public Administration/Integrity. The requirement promotes transparency, strengthens public trust and helps prevent corruption and conflicts of interest.
The Speaker also reminded MPs of an invitation from the Eswatini Revenue Authority, under the Ministry of Finance, to attend a two-day engagement at Pigg’s Peak Hotel on August 4 and 6.
After the announcements, the House proceeded with its business, beginning with the tabling of Prime Minister Russell Mmiso Dlamini response to Motion No. 7 of 2026. Honourable Nathi Hlophe then tabled the Private and Cabinet Office First Quarter Performance Report, followed by first quarter reports from other ministries. The House later proceeded to consider the motion moved by Honourable Marwick Khumalo.
