State-Owned Properties in Amador May be Created from Landfills by the Panama Government

Authorities in Panama are conducting audits to incorporate coastal landfill areas (rellenos de fondo de mar) into state patrimony to regularize their use and leases. The Amador peninsula is a hub of premium real estate, and recent government reviews focus on regulating these previously built-out seaside fills. The state aims to establish fees for their usage, and these areas may later be sold, leased, or put up for new concessions. While there are some agrotourism and sustainable agriculture education facilities across Panama, the Amador initiatives are strictly focused on urban, maritime development and commercial expansion. 

While the Government is carrying out appraisals on concessioned land in Amador, the Administrative Unit of Reverted Assets (UABR) confirmed that it has begun audits and procedures to incorporate into the state patrimony seabed fills identified as assets of the Nation.  The deputy director of the UABR, Gilberto Alemán, indicated that he is conducting “audits and technical evaluations” of the current contracts for the Amador Causeway to verify the use of the reverted assets and identify areas of seabed fill. He stated that the results will be released once the technical and legal reviews are complete.

Naos Island concessionaire says that between December 2025 and March 2026 the possibility of acquiring plots currently leased to the State was discussed.  While some concessions in Amador face administrative processes, litigation, and questions about their continuity and compliance with their contractual obligations, appraisals carried out by the State on these occupied lands leave open the possibility of an eventual sale of plots within the privileged islands of the Panamanian Pacific.  Talks with the only dealer in Naos would have started six months earlier, in December 2025.
