The decision was reached during an extraordinary Cabinet meeting chaired by Governor Emmanuel Adil Anthony on Tuesday. During the session, the Minister of Finance, Planning and Investment, Hon. Janet Aya Alex, presented a memorandum outlining revenue projections and proposed expenditure ceilings for the upcoming fiscal year.
According to the Council, the memorandum was designed to establish spending limits that will guide the formulation of the 2026–2027 state budget. Following deliberations, Cabinet approved the proposed allocations with amendments.
Under the decision, the approved ceiling of more than SSP 94 billion will serve as the expenditure limit for all state spending agencies during the 2026–2027 fiscal year.
The Council also authorized the Ministry of Finance, Planning and Investment to undertake the necessary administrative procedures to implement the decision.
As part of the implementation process, the Ministry has been directed to issue budget circulars to all ministries, departments, and agencies. The circulars will communicate the approved spending ceilings and provide guidance on budget preparation to ensure that all submissions align with the approved fiscal framework.
The approval of the spending ceilings paves the way for the preparation and submission of the Central Equatoria State budget for the 2026–2027 fiscal year.
