Organizational Context and Scope

Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of Chief Migration Health Officer the successful candidate will be responsible for carrying out the following duties and responsibilities in relation to the Migration Health Assessment Centre (MHAC) in Dushanbe, Tajikistan.

Responsibilities

  1. Ensure the efficient daily operations of the Migration Health Assessment Center (MHAC), in close coordination with the Chief Migration Health Officer (CMHO). 
  2. Coordinate and conduct the migration health assessment process to fulfil the technical requirements of the resettlement countries in the areas of:
    1. Medical examinations;
    2. Imaging;
    3. Laboratory testing;
    4. Vaccinations;
    5. TB management;
    6. Treatment and referrals;
    7. Pre-departure procedures and medical movements;
    8. Documentation, certification and information transmission; and,
    9. Other technical areas as may be required
  3. Ensure proper identification of refugees and migrants during the health assessment and record all relevant health information in standard forms; ensuring completeness and accuracy of the recorded information.
  4. Oversee and coordinate the management of TB cases and sexually transmitted infections to ensure effective treatment. Provide support to the HIV, TB and STI counselling activities.
  5. Oversee and coordinate accurate and effective provision of immunization and presumptive treatment programmes in full compliance with the technical guidelines and protocols of the resettlement countries. Assist CMHO in monitoring, supervising and educating all staff in the delivery of these programmes.
  6. Contribute to and maintain a system of quality improvement for each service area within the MHAC. Undertake quality control activities on a regular basis, including practice observation, desk audits and use of self-assessment tools. Use data analysis and web reporting system to monitor performance indicators. Ensure implementation of the global IOM Standard Operating Procedures (SOPs); create and implement DUSHANBE MHAC specific SOPs for each service area. Ensure proper reporting and management of incidents according to the Guidance Note for Incident Management. 
  7. Organize systematic collection, processing and analyses of migration health data according to guidelines established by the CMHO. Ensure data quality. Provide periodic, as well as ad-hoc reporting to the CMHO for Migration Health activities. 
  8. Ensure that all data related to heath assessment programmes is appropriately entered to Migrant Management Operational System Application (MiMOSA) and other related databases.
  9. Oversee the financial aspects of the MHAC in close coordination with the mission’s finance staff: supervise budget preparation, suggest adjustments and cost-effective solutions, and review financial reports as required. 
  10. Provide oversight and coordinate the procurement of medical equipment, vaccines, medications and other supplies and serives in coordination with the CMHO and the Resource Management Unit.
  11. Prepare administrative reports and program updates as necessary.
  12. Support the planning and execution of mobile missions if applicable.
  13. Support pre-departure activities at MHAC as necessary.
  14. Perform medical escort duties when required to ensure migrants receive continued care throughout all phases of migration (before departure, during the journey and at the final destination).
  15. Maintain collaborative relationships with various partners to facilitate the follow up and relevant information sharing. Partners include internal IOM departments, other health providers, panel physicians, embassies other UN agencies or NGO’s and others as applicable.
  16. Collect statistical information and share with CMHO as per preset and agreed upon format.
  17. Perform such other duties as may be assigned by the Supervisor.

Qualifications

Required Qualifications and Experience

Education

  • University degree in Medicine from an accredited academic institution with at least four years of professional work experience;
  • Valid license to practice in Tajikistan is mandatory.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Professional continuous clinical experience, preferably in a multidisciplinary hospital setting. The last clinical posting should be within the last three years; 
  • Good knowledge of clinical medicine;
  • Excellent bedside manner;
  • Knowledge of patient safety and infection prevention and control.

Skills

  • Organizational skills;
  • Communication skills;
  • Problem-solving and conflict resolution skills.

Languages

Responsibilities

The Medical Associate provides information, relevant to Health Assessment Programs, Applicant processing and other IOM services to the migrants. 

He/she may be assigned to one of two potential subunits within the Migration Health Assessment Centre (MHAC): the reception and data processing unit or the call centre. The incumbent will need to be capable of flexibility when assigned different tasks. Below is a description of the possible tasks, which are more detailed in the duty lists and standard operating procedures (SOPS). 

Call Centre overall duties:

  1. Provide migrants’ information regarding health assessments by email, phone or other approvel communication channel.
  2. Register the migrants in the IOM database, schedule and confirm medical appointments and receive and communicate messages for medical staff and beneficiaries.
  3. Prepare master lists of migrants scheduled for health assessment processing and submit them to respective service providers / relevant persons as required.
  4. Maintain daily statistics related to health assessments and update the records; and, 
  5. Contribute to customer satisfaction evaluation management. 

Reception and Data Entry overall duties:

  1. Perform all the necessary data processing activities of the Migration Health Assessment Centre (MHAC), such as:
    1. receiving and explaining the registration process to applicants.
    2. checking applicant’s identity.
    3. entering biodata of the applicants in the appropriate platform.
    4. taking photos using webcam and loading the image to the appropriate platform; and, 
    5. printing of medical forms, consent forms and other necessary documents.
  2. Receive all completed medical examination forms, x-rays and other documents from Country Offices or Panel Physicians while updating the reception of the same in the database and forward for quality check before clearance, if applicable.
  3. Prepare, sort and package medical files and other documents during mobile migration health assessment missions where such mobile units are available.
  4. Transmit completed medical forms, DNA packages and other medical documents either by electronic means or by courier services to the various partners.  Ensure correct contacts and physical address are used whenever documents are transmitted by courier services and ensure to inform the receiving party of the parcel tracking number electronically;
  5. File incoming/outgoing letters, reports, memoranda, emails faxes as well as IOM documents and forms related to IOM medical issues.
  6. Check, print and make photocopy of bank deposit slips (or other proof of payment). Regularly submit these photocopies to the Administrative/Finance Associate; and,
  7. Perform such other duties as may be assigned.

Qualifications

Required Qualifications and Experience

Education

  • University Degree with at least two years of relevant working experience.

OR 

  • Secondary School Diploma with at least four years of relevant working experience. 
  • Certificate in IT/Data entry is an advantage.

Experience

  • Experience in computer data entry, elaboration and analysis or in a call centre in a busy institution, preferably a medical one. 
  • Knowledge of customer care.
  • Knowledge of medical terminology, as well as previous secretarial and archival experience, an added advantage; and,
  • Previous working experience with NGOs or international organizations is an added advantage.

Skills

  • Leadership skills (desirable);
  • Excellent communication skills;
  • Fast and accurate typing;
  • Typing speed of at least 60 words per minute;
  • Knowledge of data management principles;
  • High computer literacy in Windows and MS Office is mandatory, knowledge of web page design and common AI tools would be an asset.

    4. Laboratory testing;

    9. Documentation, certification and information transmission; and,
    10. Other technical areas as may be required.
  2. Provide information and detailed explanations to the migrants and/or refugees in relation to:
  • The migration health assessment process; and,
  • Treatments and referrals.
  1. Ensure proper identification and follow-up by:
  • Comprehensive history taking;
  • Accurate and thorough Biodata collection;
  • Ensuring ID verification for each step of the health assessment process; and,
  • Keeping a register of applicants who undergo health investigations and testing.
  1. Follow and implement the Health Assessment Programme’s check lists and SOP’s and maintain standard universal precautions within MHAC.
  2. Verify samples of sputum, blood or others are properly transported to the laboratory or previously designated location.
  3. Maintain and monitor the MHAC pharmacy, stock, medical kits and emergency kits within the MHAC and for medical escorts if applicable.
  4. Provide pre and/or post counselling to migrants or refugees on TB or HIV education, prevention and management as appropriate.
  5. Prepare administrative reports and program updates as necessary.
  6. Support the planning and execution of mobile missions if applicable.
  7. Assist with pre-departure documents, briefings and preparations as necessary.
  8. Perform medical escort duties when required to ensure migrants receive continued care throughout all phases of migration (before departure, during the journey and at the final destination).
  9. Maintain collaborative relationships with various partners to facilitate the follow up and relevant information sharing. Partners include internal IOM departments, other health providers, panel physicians, embassies other UN agencies or NGO’s and others as applicable.

Education

  • Bachelor’s degree or Diploma in Nursing from an accredited academic institution in Nursing in countries where the Diploma allows to fulfil the full scope of responsibilities defined in PDs.
  • A valid license to practice nursing in the country of duty station.

Experience

  • For Bachelor’s Degree holder a minimum of three years of relevant clinical experience and for Diploma holder a minimum of five years of relevant clinical experience.
  • Excellent technical skills, including in phlebotomy.
  • Training or working experience in the areas of Tuberculosis management, mass immunizations, communicable diseases, laboratory testing or public health is an advantage. 
  • Knowledge of and experience in clinical nursing.
  • Excellent bedside manner.
  • Knowledge of principles of preventive care and disease control.
  • Knowledge of and experience in implementation of patient safety and infection prevention and control.
  • Computer literacy required: MS Office suite (Word, Excel, Access).
  • Experience with common AI tools would be an asset.
