An FOI request has revealed that 116,000 animals were slaughtered in Ireland without being stunned, under exemptions provided for Halal and other forms of non-stun slaughtering of livestock. 

In general, according to officials, it is required by Irish and EU regulations that animals be stunned before slaughter primarily to render them immediately unconscious and preventing them experiencing pain, fear or stress while bleeding out.
