The Panama Cabinet Council has authorized the Ministry of Security to proceed with four multi-million dollar security contracts. The purchases include body cameras and digital evidence systems for security forces, modernization of the National Operations Center (CON C5), a new document system for the Immigration Service, and the construction of a police headquarters in Chitré.
To protect national security, the government issued Resolutions 57 (and related directives), declaring all bidding documents (pliegos de cargos) strictly confidential. Private companies and bidders are required to sign non-disclosure agreements before gaining access to the technical requirements and tender documents on the PanamaCompra electronic system.
The government of José Raúl Mulino put four multi-million dollar contracts in the area of public security under lock and key: body cameras for police officers, the modernization of the National Operations Center (CON-C5), the system that will issue identity documents for foreigners for five years, and the construction of a National Police barracks in Chitré, Herrera. The decision is contained in resolutions 56, 57, 58 and 59 of July 7, 2026, published in Official Gazette 30566 and signed by Mulino and his entire cabinet.
