Oasis500, one of the Middle East and North Africa’s most established venture capital and entrepreneurship platforms, and SM Capital, a venture capital investment and advisory firm focused on fintech, AI and strategic infrastructure, connecting institutional capital with high-growth opportunities across the enlarged Mediterranean area and the United States, have signed a strategic Memorandum of Understanding (MOU) to strengthen investment connectivity between the Mediterranean, MENA, Europe, and global technology ecosystems.اضافة اعلان
Signed under the theme “Building the Mediterranean Digital Capital Bridge,” the agreement establishes a framework for collaboration across co-investment opportunities, venture deal flow, limited partner engagement, and ecosystem development. The initiative seeks to create stronger institutional links between capital providers, founders, and innovation platforms operating across both regions.
The MOU combines Oasis500’s fifteen-year track record of supporting entrepreneurship and venture growth across MENA with SM Capital’s European institutional investor network and global technology investment reach. Together, the two organizations aim to facilitate greater capital mobility, market access, and cross-border investment activity between emerging and developed innovation ecosystems.
The collaboration will focus on high-growth sectors including fintech, digital banking infrastructure, payments, embedded finance, artificial intelligence, cybersecurity, tokenization & RWA infrastructure, and enterprise technology. It is expected to support investment syndication opportunities and broader engagement with institutional investors, including potential alignment with future fund initiatives from both organizations.
The agreement was signed in Marrakech by Khalil Haddad, Chief Executive Officer of Oasis500, and Stiven Muccioli, Founder and Chief Executive Officer of SM Capital, during a ceremony chaired by Giulio Centemero, PAM President, and Suhair Al-Ali, PAM Vice President and Chairwoman of Oasis500. It took place on the sidelines of the Fourth Edition of the PAM Marrakesh Economic Parliamentary Forum for the Euro-Mediterranean and Gulf Regions.
The forum brought together policymakers, international financial institutions, investors, and private-sector leaders to discuss economic integration, investment cooperation, and digital transformation across the Euro-Mediterranean and Gulf regions.
Stiven Muccioli, Founder and Chief Executive Officer, SM Capital
“Innovation ecosystems increasingly compete through connectivity rather than geography. We believe the next chapter of venture capital across the Mediterranean and MENA will be shaped by stronger institutional relationships linking investors, founders, and innovation platforms across markets.
Oasis500 has built one of the region’s most respected venture ecosystems over the past fifteen years. This agreement provides a practical framework through which we can explore co-investment opportunities, strengthen investor relationships, and support the growth of high-potential technology companies across the region.
Our objective is to help create a more integrated investment corridor connecting Europe, the Mediterranean, and MENA while expanding access to global capital and expertise.”
Suhair Al-Ali, Chairwoman, Oasis500
“For more than fifteen years, Oasis500 has worked to unlock entrepreneurial potential across the region by connecting founders with the capital, networks, and market access required to scale successful businesses.
SM Capital brings a highly complementary combination of European institutional relationships, global market connectivity, and deep experience in technology investing. Together, we have an opportunity to build stronger pathways between MENA, Europe, the Mediterranean, and Silicon Valley.
As the region’s innovation economy continues to mature, strategic partnerships of this nature become increasingly important in attracting investment, accelerating company growth, and strengthening the region’s position within the global technology landscape.
Through Oasis Ventures III, we remain committed to deploying institutional capital into the sectors shaping the future of the digital economy, including fintech, artificial intelligence, cybersecurity, and digital infrastructure.”
