The National Youth Service (NYS) and the Namibia Revenue Agency (NamRA) signed a Memorandum of Understanding (MoU) on Monday to strengthen collaboration in human capital development, institutional capacity-building and national development.
The three-year agreement establishes a framework for cooperation between the two institutions.
Key areas of collaboration include the provision of an integrated and comprehensive three-month National Service Training programme for NamRA graduate recruits.
Other key areas include capacity-building initiatives and the sharing of infrastructure and resources; internship and work-integrated learning opportunities for NYS recruits and consideration for employment opportunities and exposure to NamRA programmes, particularly at Namibia’s border posts.
Speaking at the signing ceremony, NamRA commissioner Sam Shivute stated that the signing of the agreement is in response to the government’s call for institutions to work collaboratively towards achieving national development goals.
“NamRA is preparing to recruit a cohort of graduates to support emerging opportunities in the oil and gas sector and other strategic areas,” he said.
He emphasised that while academic qualifications remain important, Namibia’s future workforce also requires individuals with strong character, discipline, integrity, resilience and a commitment to public service.
He added that the NYS training programme will help develop these qualities in future recruits.
Commenting on the NYS database of unemployed recruits, Shivute said NamRA would, where appropriate, consider sourcing candidates from it for entry-level positions, in line with the government’s directive.
He added that such consideration would be subject to candidates meeting the requisite qualifications, competencies and job requirements.
NYS commissioner Felix Musukubili welcomed the partnership, highlighting that the youth service’s mandate is to transform youth through value-based training. “Through the three-month National Service Training programme, we will not only instil the values of discipline, patriotism and teamwork in the recruits, but also cultivate integrity and commitment to public service.
The training will further foster habits of order, diligence, punctuality and perseverance, which are essential for effective service delivery,” he said.
He noted that the partnership reflects growing recognition of the importance of National Service Training in preparing young professionals for the workplace and for national service.
While National Service Training forms the cornerstone of this partnership, the agreement extends far beyond the
training of graduate recruits.
It creates opportunities to exchange facilities, equipment, technology and expertise among our institutions, thereby promoting efficiency, innovation and knowledge sharing.
The MoU further provides for joint capacity-building initiatives, technical training programmes, seminars, workshops and team-building activities that will contribute to the professional development of employees of both institutions. [email protected]
