Policeman who shot Latoya Bulgin charged with murder

The policeman who fired the fatal shot at a woman operating a taxi in Granville, St James last month has been charged with murder.

He is 35-year-old Andrew Wilson, a constable stationed at Irwin Police Post. The charge was laid in the St James Parish Court on Wednesday.

The charge of murder is consistent with a ruling on May 29 by the Office of the Director of Public Prosecutions following investigative actions by the Independent Commission of Investigations.

Constable Wilson was not granted bail and was ordered to surrender his travel documents and not interfere with any witnesses.

He is next scheduled to appear in court on June 16, 2026.

The incident for which Wilson is charged occurred on Sunday May 17. It was captured on video and widely shared on social media.

In the nearly four-minute video seen by our news centre, a black Toyota Voxy, driven by 45-year-old Latoya Bulgin is pulled over by members of a police team.

Bulgin, who appears to have been the driver, exits the vehicle.

She appears to engage one of the lawmen in conversation, while another policeman stands in front of the vehicle, apparently to block its path.

The woman later returns to the driver’s seat, leaving the door open. Moments after, other doors open and about nine individuals are seen exiting the vehicle.

About 50 seconds later, the driver’s door closes and the policeman standing in front of the vehicle gesticulates with his right hand as if speaking to the driver.

The vehicle then jerked forward. At that point, the policeman draws his firearm and discharges it towards the vehicle.

The policeman and two of his colleagues pulled the woman from the vehicle, hoisted her into the back of a service pick-up and sped away from the scene.

Bulgin was later pronounced dead at Cornwall Regional Hospital.

Meanwhile, INDECOM says since January 2024, 65 law enforcement officers have been charged in relation to incidents it investigated.

Of that total, nine police personnel and one corrections officer have been charged in 2026.

INDECOM says the prompt collection and analysis of video evidence in the Granville shooting assisted in establishing an objective understanding of the incident.
