Course boosts financial management capacity, efficiency across state governments

KOROR, Palau (April 21, 2026) — “I found the class to be very helpful and useful… this course helped us learn the new features of the 2024 version that make our jobs so much easier,” said Sharleen Nicholas of the Peleliu State Government, of the practical impact of a recent financial training aimed at strengthening state-level governance.

Twenty-four finance personnel from Palau’s state governments have completed a certified QuickBooks Desktop 2024 Execution Course, a training initiative aimed at strengthening financial management capacity across the states.

The course concluded Friday, April 17, at Palau Community College, where participants received certificates after completing the program.

Developed with guidance from the Office of the Public Auditor, technical support from the college, and backing from the Ministry of State, the course focused on improving financial reporting and management practices at the state level.

Organizers said the training was designed to build consistent accounting skills and enhance the ability of state governments to manage public funds more effectively.

Speaking on behalf of PCC President Patrick U. Tellei, Vice President Jay Olegeriil said he hopes the training will “improve and enhance” the work output of participants.

Participants highlighted the course’s immediate relevance to their daily responsibilities. Nicholas said the training introduced updated features in the 2024 version of QuickBooks, improving efficiency compared with older systems still in use.

“Even though we use the QuickBooks software at our office, it’s the 2015 version,” she said. “This course helped us learn the new features of the 2024 version that make our jobs so much easier.”

The course was further tailored by PCC instructors to include modules aligned with state laws governing financial management, ensuring that lessons were directly applicable to local government requirements.

Nicholas added that continued training opportunities would be beneficial. “We would really like to see these trainings continue so that we can continue to develop and build on what we know, improve our knowledge,” she said.

Eunice Akiwo, Director of Domestic Affairs say the initiative reflects ongoing efforts to strengthen accountability and financial systems within Palau’s state governments through targeted professional development.
