The Ministry of National Security in partnership with the St Kitts and Nevis Citizenship Unit has launched its National Biometric Enrolment & Passport Modernisation Programme. This landmark initiative aligns our passports with international standards and enhances security for all citizens by investment [citizens].
The biometric passport programme introduces advanced technology to create more secure, fraud-resistant travel documents. Citizens will provide fingerprints, a facial scan, and a digital signature during a simple 15-30 minute appointment. This data is captured once and embedded in the passport document, no re-enrolment is needed at renewal.
The initiative aligns us with major nations, including the EU, US, and UK, all of which already use biometric passports.
The biometric enrolment process must be facilitated by an Authorised Agent.
Your rights and status as a citizen of St. Kitts and Nevis are unaffected by this programme.
Key Timelines and Details
- 14 April 2026 – Programme launches. Authorised Agents will be registered on the biometrics portal.
- 20 April 2026 – Appointment booking opens. You can also schedule enrolment at the Citizenship Unit office in St Kitts.
- 1 May 2026 – You will be able to access an appointment from one of a number of Government-designated service providers in key locations worldwide, including Hong Kong, Singapore and UAE.
- 31 July 2027 – Deadline for all citizens to complete biometric enrolment.
- 1 August 2027 onwards – Enforcement begins. Non-compliant passports are deactivated. You cannot travel without completing enrolment.
This is a firm deadline. After 31 July 2027, citizens who have not enrolled will not be able to travel.
Children from the age of 5 and adults of all ages can enrol. The programme operates worldwide.
The overseas rollout will take place in phases.
Biometric collection will be conducted only at locations officially designated by the Government. The network of locations will expand gradually—from the initial phase through to full implementation—to include additional cities and regions near where citizens live and work, with Phase Two locations to be announced in the coming weeks.
All active and operational centres will be visible in the official platform during the appointment scheduling process. Applicants can select their preferred location directly within the system. Only the centres displayed on the platform are approved, fully operational, and available for booking.

- First adult (16+): USD $2,500
- Second adult in the same family: USD $2,000

All fees are all-inclusive, covering both biometric enrolment and passport upgrade.

The practical benefits are real, too. Your biometric data is captured once and remains embedded in your passport for its entire lifetime. When you renew your passport, there’s no need for re-enrolment. No new scans.
No repeat visits to a collection centre. You simply update the document and move on. It’s smoother, faster, and genuinely more convenient.
And then there’s accessibility. Collection centres are being established worldwide, with Phase Two expansion coming to Consulates globally. The Government’s commitment is clear: you should be able to enrol near where you live or work, minimising travel burden and logistical costs.
Strengthening Citizenship Through Civic Connection
Part of the roadmap for this national programme is the introduction of civic education in which all citizens will be required to watch a short video welcoming them to their new second home. This is not a bureaucratic formality; it’s a moment designed to celebrate the Federation’s history, values, and what it means to be a citizen of St. Kitts and Nevis.
The video covers citizens’ rights and responsibilities as a member of this nation and is a deliberate effort to strengthen the bond between citizens and the Federation.
It’s mandatory for everyone, whether they’re enrolling for the first time or renewing their passport. Further information on roll-out dates for this component will be submitted in short order.
If You Need Special Consideration
The programme is designed to be accessible, but the Government recognises that some citizens face genuine barriers. If you’re elderly, seriously ill, or unable to travel to a collection centre due to other circumstances, you can submit a request for extenuating circumstances directly to the Ministry of National Security.
Each case is assessed individually, and solutions are determined on a case-by-case basis.
Missing the Deadline Has Real Consequences
The 31 July 2027 deadline is fixed.
If you miss the deadline, your passport will be deactivated. Don’t find yourself in this position. Plan, book your appointment early, and complete your enrolment well before July 2027.
Your Data is Secure and Protected
We place the highest priority on protecting personal data and maintaining client confidentiality.
The service provider supporting the process is a trusted partner to over 60 governments worldwide, delivering administrative (non-decision-making) services in visa, passport, and consular operations. In handling sensitive information, including biometric data, they operate in line with internationally recognized standards, including principles derived from the EU General Data Protection Regulation (GDPR). All data is encrypted and secured at the moment of collection.
Importantly, all personal and biometric data is transmitted directly to secure systems owned and fully controlled by the Government of St. Kitts and Nevis.
Service providers are involved only in the secure capture of information during the appointment process. They do not have access to government systems, cannot store data, and cannot use it for any other purpose.
The entire system is managed and operated exclusively by authorized officials of the Government of St. Kitts and Nevis, ensuring full control, oversight, and accountability.
This structure is a deliberate safeguard. The Government of St. Kitts and Nevis is the sole authority responsible for the protection and use of all collected data.
Addressing Common Questions
- Your citizenship is completely safe. This programme modernises your passport. Your rights, status, and standing as a citizen of St. Kitts and Nevis remain unchanged.
- Adults won’t be required to re-enrol at every renewal. During the passport renewal process, biometric validation will take place to reconfirm your data. This is an integral part of the passport issuance process, and no separate biometric fee is applied beyond the standard passport processing fee. - Location isn’t a barrier. Collection centres will operate globally and the government is actively expanding Phase Two locations across the diplomatic and consular network.
- Yes, your data is safe. It’s protected under strict international data protection standards. All access is logged and auditable. Your biometric information will be treated as sensitive personal data and handled accordingly.
