SPRINGFIELD, Vt. — Anne Bilodeau stepped into the role of Chief Executive Officer of Health Care and Rehabilitation Services Wednesday, according to a news release.

Bilodeau started as Chief Human Resources Officer at HCRS in 2019 and has served as Chief Operating Officer of the nonprofit mental health agency since 2022. The HCRS Board of Directors appointed her as CEO in January.
The board “conducted a thorough and thoughtful selection process” for the position, HCRS spokesperson Alice Bradeen said Thursday. Bradeen declined to say how many applicants the board considered.
As COO, Bilodeau led the agency through becoming a state Certified Community-Based integrated Health Center and was integral to a partnership led by HCRS to deliver Enhanced Mobile Crisis services in Vermont along with nine other community mental health agencies.
Bilodeau “will be taking time to assess organizational needs and priorities before determining next steps” to find a new COO, Bradeen said.
Bilodeau holds a bachelor’s degree in political science from Regis College in Weston, Mass. and a master’s degree in professional studies from Pennsylvania State University.
She succeeds longtime CEO George Karabakakis, who announced his plan to retire last August after more than three decades at HCRS. Karabakakis became CEO of the agency in 2014 and will stay on until the end of June.
