The Independent Broadcasting Authority (IBA) has issued a formal caution to Lusaka-based Millennium Radio over a video circulated on its Facebook page in which Patrick Tembo claimed to have taken over the leadership of the United Party for National Development (UPND).
In the video posted on Tuesday, Tembo alleged that he had assumed the presidency of the ruling party, arguing that the mandate of the current executive—led by President Hakainde Hichilema—had expired.
But IBA Director General, Webster Malido, said in a statement that the material constituted a violation of broadcast content rules.
“The Authority has determined that the content in the video breaches broadcast content requirements as it has the potential to threaten public safety, peace and good order,” Malido ruled.

He said the content contravened Section 29(1)(j) of the IBA (Amendment) Act of 2010, warning that such breaches could result in severe sanctions, including possible cancellation of a broadcasting licence.
The Authority has directed Millennium Radio to strengthen its editorial decision-making processes, verify sources thoroughly, and avoid publishing material that may be sensational or harmful.
It further instructed the station to engage a dedicated social media administrator to ensure accuracy across its digital platforms.
Millennium Radio is required to submit a compliance report to the IBA, outlining corrective measures taken, by April 2, 2026.
