Koror, Palau (Feb. 26, 2026) — The atmosphere inside the Ngarachamayong Cultural Center was heavy at times, reflective at others, but always urgent. Yesterday’s Cheldebechel Forum confronted one of Palau’s most difficult conversations — gender-based violence — with a clarity and courage that left little room for denial.

Gender-based violence (GBV) is often described in statistics, but behind every number is a daughter, a sister, a mother, or a child. Speakers at the forum emphasized that while Palau prides itself on strong family ties and cultural values, abuse continues to affect households across the nation — often quietly, often unreported.

Panelists outlined how GBV manifests in many forms: domestic assault, sexual violence, emotional manipulation, financial control, and psychological intimidation. What makes the issue particularly complex in small island communities is the closeness of relationships. Victims may know their abuser personally. They may share extended family ties. They may fear community backlash more than the violence itself.

One recurring message throughout the forum was the culture of silence. Survivors frequently hesitate to report abuse due to stigma, shame, or fear of not being believed. In some cases, economic dependence traps victims in unsafe environments. Service providers acknowledged that while support systems exist — including counseling, legal advocacy, and protection orders — accessibility and awareness remain ongoing challenges.

Traditional and faith leaders present at the forum acknowledged their influential role. Culture, they stressed, should never be misused to justify harm. Instead, Palauan values of respect, protection, and communal responsibility must serve as the foundation for prevention. Several speakers called for a renewed commitment to teaching young boys and girls about consent, equality, and healthy relationships from an early age.

Law enforcement representatives also discussed the importance of stronger reporting mechanisms and survivor-centered responses. Participants stressed that policy alone is not enough; enforcement, education, and accountability must work together.

Perhaps the most powerful moments came when survivors’ experiences were referenced — stories of resilience that reminded attendees that GBV is not an abstract issue. It is personal. It is painful. And it is preventable.

As the forum concluded, the message was clear: gender-based violence is not a “family matter” to be handled behind closed doors. It is a community issue that requires collective action. From government agencies to churches, from schools to traditional leaders, every sector has a role to play.

The Cheldebechel Forum did more than raise awareness — it challenged Palau to act. Silence protects perpetrators. Conversation protects communities. And if the momentum from yesterday’s gathering continues, meaningful change may finally take root.
