WhatsApp out, towards another application with state-controlled messaging

The digital confrontation between Moscow and Western tech giants has reached a new level. In an already tense climate due to the war in Ukraine, Russian authorities have officially blocked WhatsApp in their territory, while inviting citizens to migrate to a national application whose architecture facilitates state access to private data.

On Thursday, Kremlin spokesperson Dmitry Peskov justified this decision by the “reluctance” of the American platform to comply with “Russian laws and regulations.” According to information relayed by Al Jazeera, Moscow accuses WhatsApp, owned by the Meta group, of refusing to transmit data to law enforcement in investigations related to fraud and terrorism.

But beyond the ban, it is the alternative promoted by the government that raises concerns. Authorities are now recommending “MAX“, a state-supported application presented as an integrated ecosystem combining messaging, administrative services, and online payments.

Unlike WhatsApp, MAX does not offer end-to-end encryption, a technology that ensures the confidentiality of exchanges, including from the service provider. The platform also states that it will share user data with authorities upon request. For digital rights advocates, this encouraged migration equates to increased exposure of citizens to state surveillance.

Amnesty International has condemned measures amounting to “censorship” and a “disguise of protection of rights,” citing a hardening of digital repression. For its part, a spokesperson for WhatsApp lamented a decision likely to isolate more than 100 million users, calling it a “setback” for the safety of individuals in Russia.

This new blockage is part of a series of restrictions targeting foreign platforms. Twitter, Facebook, and Instagram are already inaccessible without circumvention tools, while YouTube and Telegram are facing increasing limitations. For several months, the use of VPNs has become widespread to bypass what some observers describe as a gradually erected “digital iron curtain” around the country.
