KOROR, Palau — President Surangel S. Whipps Jr. arrived in Dubai on Tuesday with a delegation to participate in the World Governments Summit, where he is expected to highlight Palau’s approach to sustainable tourism and resource management.
In remarks ahead of the summit, Whipps described tourism in Palau as guided by cultural values that emphasize care, balance and responsibility. He referenced kede kaukerreu, the Palauan principle of caring for one another and the environment, and bul, a traditional system used to manage natural resources through restraint and collective decision-making. Whipps said these principles influence how Palau engages with visitors and promotes responsible travel.
Whipps was received upon arrival by Mohammed Al Zaabi, the Philippine ambassador and non-resident envoy to Palau, and Dr. Maha Barakat, assistant minister at the United Arab Emirates Ministry of Foreign Affairs. The president also participated in several media interviews shortly after arriving.
Accompanying the president are Sen. Secilil Eldebechel, Delegate Mengkur Rechelulk, State Minister Gustav Aitaro, Chief of Staff Landisang L. Kotaro, and Officer Leemansky H. Blau.
The World Governments Summit runs through Friday under the theme “Shaping Future Governments.” Whipps is scheduled to speak at two side events focusing on sustainable tourism and water resource management, alongside discussions on governance, economic development, innovation and societal well-being.
