Summary:                                          The U.S. Mission in Majuro is seeking eligible and qualified applicants for the Strategic Communications Coordinator Position.

DUTIES:

The Strategic Communications Coordinator works under the direct supervision of the Public Engagement Specialist (or PAO designee). Monitors traditional press and digital media coverage of issues of importance to the United States. Identifies and advises Mission Republic of the Marshall Islands (“Marshall Islands”) leadership on strategies for promoting accurate, balanced press, and digital media coverage of U.S. foreign policy and American interests, correcting misinformation and countering disinformation. Maintains Mission digital properties (social media, website content, mobile). Builds productive relationships with press and media professionals in the Marshall Islands both in person and online. Coordinates closely with the Public Engagement Specialist to plan and implement messaging efforts – including press and social media coverage – in support of program activities.

QUALIFICATIONS AND EVALUATIONS:

All selected candidates must be able to obtain and hold a Public Trust security clearance. All Selected candidates will be subject to a background investigation and may be subject to a preemployment medical exam. Selected candidate must be able to begin working within a reasonable period of time (4 weeks) upon receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Qualifications:
TO QUALIFY AT GRADE FSN-08:

Option 1

EXPERIENCE: Four (4) years of experience are required, with public engagement, communications, or market research and analysis as components of the work. Experience must include designing and executing multimedia campaigns in digital and traditional formats.

EDUCATION: A university degree in Journalism, Communications, International Relations, Marketing, Political Science, Economics, or related local equivalent is required.

 

Option 2

EXPERIENCE: Six (6) years of experience are required, with public engagement, communications, or market research and analysis as components of the work. Experience must include designing and executing multimedia campaigns in digital and traditional formats.

EDUCATION: Two (2) years of college or university studies or related local equivalent is required.

 

Option 3

EXPERIENCE: Seven (7) years of experience are required, with public engagement, communications, or market research and analysis as components of the work. Experience must include designing and executing multimedia campaigns in digital and traditional formats.

EDUCATION: Secondary school or related local equivalent is required.

 

TO QUALIFY AT GRADE FSN-07:

EXPERIENCE: Three (3) years of experience are required, with public engagement, communications, or market research and analysis as components of the work. Experience must include designing and executing multimedia campaigns in digital and traditional formats.

EDUCATION: A university degree in Journalism, Communications, International Relations, Marketing, Political Science, Economics, or related local equivalent is required.

 

TO QUALIFY AT GRADE FSN-06:

EXPERIENCE: Two (2) years of experience are required, with public engagement, communications, or market research and analysis as components of the work. Experience must include designing and executing multimedia campaigns in digital and traditional formats.

EDUCATION: A university degree in Journalism, Communications, International Relations, Marketing, Political Science, Economics, or related local equivalent is required.

Language:
1. Marshallese language: Level 2/ Limited Knowledge in reading, speaking, and writing is required. This may be tested
2. English language: Level 4/ Fluent in reading, speaking, and writing is required. This may be tested.

Job Knowledge:
Detailed knowledge of traditional and digital communication preferences of PD target audiences in the Marshall Islands is required. Comprehensive knowledge of target audience groups, including regional, demographic, ethnic, socioeconomic, cultural, and linguistic factors and the influence of religious, cultural, and educational institutions in shaping attitudes, is required. Detailed knowledge of commercial marketing techniques, market (audience) analysis and analytics, and customer service is required. Knowledge of trends in regional and international communications patterns and how they affect the Marshallese communications landscape is required. Knowledge and understanding of how to identify engagement opportunities and how to leverage them within the societal norms of that community are required. Must have knowledge of commercial and regulatory aspects of digital marketing and advertising products and services.

Skills And Abilities:
Analytic Skills: Must be able to perceive the emergence of new influencers and changing preferences in information consumption; assess the impact of evolving content formats and delivery channels; and lead cross section analysis to modify approaches for enhanced outcomes.

Communication and Interpersonal Skills: Must have excellent customer relations, interpersonal, and cross-cultural communication skills and be able to engage key Marshallese communications, broadcast, marketing, and ministry officials. Must be able to create and host online conversations designed to build relationships with the public on foreign policy issues. Must be able to tailor communications to fit formal and informal situations and different ethnic, religious, and linguistic cultures. Must have excellent written and oral communication skills, including the ability to develop, write, and edit materials for broadcast or digital dissemination. Must be able to speak publicly and interview for evaluation purposes.

Management Skills: Strong management skills are required, including the ability to develop policies, procedures, and guidelines in response to changing communication technologies, formats, and internal Mission preferences for sharing strategic content; the ability to convene groups, reach consensus, and develop recommendations is required. Must be able to manage projects and oversee budgets, schedules, and daily operations to produce, adapt, and disseminate time-sensitive content through preferred channels for optimal target audience impact. Must be able to finalize agreements with partner institutions and manage their fulfillment. Must have good supervisory skills and the ability to obtain results from employees and contractors in order to maintain project objectives and meet deadlines.

Technical Skills: Must have detailed knowledge of and the ability to use social media, digital and mobile platforms, graphic design and photo editing software, photo and video sharing sites, podcast creation tools, and basic photo and video skills. Must have good numerical skills to be able to use and develop statistical analyses of audience segments and report on the impact of PD operations. Must have knowledge of how digital platforms are managed, to include software licenses, role-based permissioning of accounts, account management, and various levels of functionality built in to manage these platforms. Good keyboarding and data entry skills and excellent familiarity with electronic discovery tools (Internet and Google Analytics) and standard information retrieval practices and procedures are required.

ADDITIONAL EMPLOYMENT CONSIDERATIONS
The following apply to EFMs, USEFMs, and AEFMs only:

  • Current employees who used a hiring preference to gain employment who are within their first 90 calendar days of employment are not eligible. This does not apply when the hiring mechanism is TEMP or the work schedule is intermittent or irregular.
  • Candidates with a hiring preference who have already accepted a conditional offer of employment may NOT be extended a second conditional offer of employment unless and until they withdraw their candidacy for the first position in writing.
