On February 5, the government decided to allocate this year’s refugee quota as follows: 150 Afghan refugees from Iran, 120 Congolese from Rwanda, 100 Syrians from Turkey and 50 Venezuelans from Peru.

In addition, Finland will receive 30 refugees evacuated from Libya to Rwanda and 50 people of any nationality or region who require evacuation in emergency cases.

Finland’s annual refugee quota is 500—the same as in 2024 and 2025—as set by the government program.

Quota selection prioritizes the most vulnerable groups through interviews during selection missions with special attention to children, women and people with disabilities.

The allocation also considers persecuted cultural or ethnic groups and those in particularly vulnerable situations in camps.

Public order and national security are also considered.

The Ministry of the Interior prepared the proposal in cooperation with other departments and consulted immigration and security agencies.

The process was based on a proposal by the UN Refugee Agency (UNHCR).
