North Macedonia ‘Risks Decriminalising Common Forms of Graft’

Proposed changes to North Macedonia’s Criminal Code risk undermining the country’s fight against corruption and even “decriminalising” the most common forms of abuse when it comes to public tenders, according to a prominent anti-graft campaigner.

The proposals, sponsored by nine MPs from the ruling VMRO-DPMNE party, passed a first reading in parliament and entered public debate in January.

They were submitted as a response to a Constitutional Court ruling a year ago that found changes abruptly introduced in 2023 under the previous, Social Democrat-led government were “damaging” to anti-graft efforts and should be revised.

The original changes altered the description of several criminals acts and reduced the amount of time an individual convicted of abuse of office or involvement in a criminal enterprise could spend behind bars.
