The Public Service Commission (PSC) has approved the expansion of the Jaramogi Oginga Odinga Teaching and Referral Hospital (JOOTRH) workforce to 1,805 staff to strengthen service delivery and support the hospital’s operations as a Level Six healthcare facility. This comes after the hospital transitioned from a government entity to a parastatal under the County Government of Kisumu.
PSC Approves Workforce Expansion
The PSC’s approval gives the go-ahead to increase the hospital’s workforce to 1,805 personnel, up from the current 1,200.
Of the new positions, 1,545 are designated for technical officers, representing 86 percent of the workforce, while the remaining 260 positions, which are 14 percent, are allocated to administrative and shared services.
The expansion of the facility’s workforce is necessary to improve service delivery and ensure the hospital has the right personnel to deliver high-quality care.

The official handover of the staff establishment documents was conducted by Dr. James Obondi, Chairperson of the Kisumu County Public Service Board, to Dr. Olango Onudi, Chair of the JOOTRH Non-Executive Board, and subsequently to Acting CEO Dr. Joshua Clinton Okise.
JOOTRH New Structure and Frameworks
The PSC-approved instruments include a comprehensive 14-tier grading structure, career guidelines, and a human resource policies and procedures manual tailored to JOOTRH’s needs.
The hospital’s organizational structure now revolves around five key directorates, including:
- Clinical Services
- Integrated Health Services
- Nursing Services
- Training and Research
- Corporate Services.

To ensure efficient operations, the Chief Executive Officer’s office will directly oversee the divisions of Corporate Communications, Supply Chain Management, and Legal Services.
The hospital will now operate through the 25 distinct divisions, focused on achieving excellent clinical outcomes and maintaining JOOTRH’s status as a center of excellence in specialized healthcare.
Upon receiving the new instruments, Dr. Onudi commended the technical team for their efforts, noting that JOOTRH was the only institution among several applicants to have its Human resource instruments successfully approved.
Acting CEO Dr. Okise noted that the hospital is on track within its six-month transition window, and the next step will be to engage with the Salaries and Remuneration Commission (SRC) to finalize staff salary approvals.

Through a gazette notice (10900) of the Kisumu government, the facility was approved to offer level six services, pending confirmation.
“AND WHEREAS Jaramogi Oginga Odinga Teaching and Referral Hospital is now approved to provide level six (6) hospital services pending relevant statutory confirmations. COGNIZANT that Jaramogi Oginga Odinga Teaching and Referral Hospital will now operate as a government parastatal, handling referrals from within and outside Kisumu County,” read part of the gazette notice.
