Robotaxis to Drive on Zagreb’s Roads Next Year?

December the 6th, 2025 – Mate Rimac has succeeded in meeting all of the necessary conditions for the payment of 897 million euros from the EU. As a result, 100 robotaxis should be driving along Zagreb’s roads next year.

As Poslovni Dnevnik writes, the Ministry of Maritime Affairs, Transport and Infrastructure confirmed to Index that the company Project 3 Mobility (P3M) presented sixty verification prototypes of vehicles and that all of the appropriate tests were carried out. The move has thus fulfilled the conditions for the European Commission (EC) to pay the eighth tranche of the National Recovery and Resilience Plan (Croatian: NPOO) of approximately 897 million euros.

“Croatia plans to send out the eighth payment request to the European Commission in the coming days, based on the fulfilment of all seventeen foreseen indicators, one of which also relates to the verification of sixty prototypes,” the Ministry, the aforementioned ministry revealed.

The vehicles were verified by the Croatian Vehicle Centre (CVH), and the checks were carried out at Mate Rimac’s own temporary production facility in Sveta Nedelja, not far from Zagreb.

“This is about establishing that certain prototypes were produced and that certain tests were carried out on them, but not by CVH,” CVH said. CVH did not conduct tests of the autonomous driving system, so it remains unknown precisely what level of autonomy Mate Rimac’s cars will have. It seems however that 100 robotaxis could be driving along Zagreb’s roads next year.

Mate Rimac announced on Facebook last week that P3M has produced over sixty robotaxi prototypes in various stages of development and for various purposes – for safety testing, crash tests, wind tunnels, comfort, vibrations, longevity and consumption.

It’s worth recalling that the original deadline was the first quarter of 2024, it was then moved to April the 1st of this year, and then until the eighth request for payment could be sent to the European Commission.

The contract with the European Commission defines that P3M must produce a “fully autonomous electric vehicle of the fifth level of autonomy” by the beginning of next year – and there should be 50 to 100 of them in Zagreb. The fifth level of autonomy is the “holy grail” of the automotive industry as things currently stand, and so far, there is no such vehicle in the world.
