Zagreb Mega Project: Allegheny to Begin Construction of Skyscrapers

December the 3rd, 2025 – Another Zagreb mega project is set to begin as Allegheny begins the construction of the first of four skyscrapers in Zavrtnica.

As Poslovni Dnevnik writes, this is one of the largest residential construction plans in the entire City of Zagreb, involving four new skyscrapers, each with 23 floors, a total of 616 apartments and more than 123,000 square metres of planned construction, according to a report from Seebiz.

Allegheny Financial has now formally confirmed that they have started preparing the terrain and updating the documentation so that this enormous project can finally get underway. Andrija Farkaš from the aforementioned company says that he hopes that the first boots could be on the ground in 2026, although he cannot yet talk about the final deadlines, reports Jutarnji list.

It’s worth noting that the building permit for the first tower was issued seven years ago, more specifically back in 2018, and was then extended in 2019 and then again 2022. A sign at the construction site itself states that the application for the start of work was submitted during the month of June 2021, and the continuation of construction was also registered at the end of October this year.

A modern passenger terminal in an otherwise entirely neglected part of Zagreb has also been in the plans for more than a decade, and a feasibility and cost-effectiveness study is still being sought to this day.

The main designer is well known architect Marko Dabrović from the 3LHD studio, while the investor is the company Vesna centar d.o.o., co-owned by Damir Farkaš (60 percent) and Višeslav Vukojević (30 percent).

A number of real estate companies are associated with Damir and Andrija Farkaš – Allegheny Financial, Allegheny Financial Projekt, Allegheny Properties, Damaco, Vesna centar and Vesna nekretnine. Allegheny Financial itself was created from the former Consultants group associated with Hypo Bank, and was founded by the Swiss company Allegheny Financial. The indirect co-owners of the Zagreb-based company are Damir Farkaš and Višeslav Vukojević, son of former Croatian constitutional judge Vice Vukojević.

The fact that this Zagreb mega project is now entering a much more concrete phase has been confirmed by the bank’s note on a loan of up to 20 million euros, registered on the property owned by the related companies. The investor is already building the long-announced Allegheny Plaza project on Trešnjevka, which further suggests that they have an active financial and operational base.

Allegheny holds a 30,000 square metre plot of land on Zavrtnica, and according to their plans, the project has a construction potential of more than 123,000 square metres. Their website states that this is a concept of luxury apartments, located next to the business zone and with direct traffic connections to Radnička and Branimirova streets, as revealed by Jutarnji list.
