HoR of the BiH Parliament to discuss on the Draft Law on State Property

The House of Representatives of the Parliamentary Assembly of Bosnia and Herzegovina is scheduled to consider the principles of the Draft Law on State Property at its session scheduled for December 12.

At the last session, the proposer’s request for the aforementioned law to be considered under an urgent legislative procedure, or even under an abbreviated procedure, was not accepted, so it will be considered under the regular procedure.

The proposers state in their justification that it was necessary to begin preparing a law on state property that would comprehensively and in accordance with the rights and obligations of the state of Bosnia and Herzegovina concerning the holders of all state property, regulate the issue of the scope of state property, the right of the state to dispose of its property in accordance with this law, but also to place state property at the disposal of all institutions of BiH, as well as all other levels of government in BiH to the extent that such property is needed for the exercise of power in accordance with the Constitution, law, statute and other regulations in BiH.

The MPs should also consider the Draft Law on the Regulator, Transmission and Market of Electricity in BiH, proposed by the Council of Ministers of BiH, and whose principles were adopted in the first reading at the last session.

The Council of Ministers of BiH has established the draft of this law, with the EI mark, as confirmation of appropriate compliance with EU regulations in this area.

Positive opinions on the text of the law were given by the governments of the Federation of BiH, Republika Srpska and the Brčko District of BiH.

The aim of the law is to transpose 16 EU directives and the Electricity Integration Package, with a focus on creating a regulated wholesale electricity market and establishing an electricity exchange in BiH, which in this area fulfills one of the prerequisites for the exemption of our country from the application of the Carbon Border Adjustment Mechanism (CBAM).

The House of Representatives should also consider the Draft Law on Amendments to the Law on Police Officers of BiH, proposed by MPs Nihad Omerović, Jasmin Imamović and Predrag Kojović, with a request for urgent consideration.

It is also planned to consider the principles of the Draft Law on Amendments to the Law on the State Investigation and Protection Agency, proposed by MP Jasmin Emrić, as well as the Draft Law on Amendments to the Criminal Code of BiH, proposed by MP Nihad Omerović.

Among other things, the Report of the Collegium Commission on Efforts to Reach Agreement on the Proposal of Conclusions of the Commission for Transport and Communications Regarding the Operations of BHRT, as well as several parliamentary initiatives, should be considered, Fena writes.
