The nagging question of salaries in the administration! The quarterly budget execution report for the third quarter of 2025 reveals a significant increase in the salary mass of the Senegalese state.

In the first nine months of the year, expenses related to employee salaries reached 1,082.8 billion CFA francs, or 72.9% of the credits opened by the Amended Finance Law (LFR). Compared to the same period in 2024, the salary mass increased by 30.3 billion, or 3.7%, the document highlights.

This amount includes the remuneration of 184,855 permanent employees, both civil servants and non-civil servants, as well as 5,068 contractual employees, totaling 1,060.6 billion. Social benefits, on the other hand, were paid out to the tune of 22.2 billion. The execution of these credits illustrates the importance of personnel costs in the state budget and the priority given to human resources in public administration.

The report also highlights all state expenses. Acquisitions of goods and services were executed for 262.8 billion, or 63.2% of the forecasts, while current transfers totaled 1,169.4 billion, with more than half (51.4%) destined for the energy sector. These transfers include 32 billion for the tariff compensation of SENELEC, as well as allocations to Air Senegal, Dakar Dem Dikk, and other public structures.

This increase in the salary mass is part of a global budget mobilization context where tax revenues reached nearly 3,000 billion, but total expenses exceed 4,300 billion. According to authorities, this situation reflects the need to ensure the remuneration of employees while continuing investments in strategic sectors for the country’s economic development.
