Samoa and Japan strengthen justice cooperation through strategic dialogue

The Government of Samoa and the Ministry of Justice of Japan met in Apia on Tuesday, 4 November 2025, to advance their cooperation through a two-day Strategic Dialogue focused on offender rehabilitation.

The meeting was hosted by the Minister for Justice and Courts Administration, Hon Fesolai Apulu Tusiupu Tuigamala, who welcomed Assistant Vice-Minister Mr Yoshiyuki Tsutsumi and his delegation from Japan’s Ministry of Justice, along with Japan’s Ambassador to Samoa, H.E. Mr Ryotaro Suzuki.

Minister Fesolai Apulu acknowledged that this dialogue marks the third milestone in the partnership between the two Ministries. The collaboration began in February 2024 when Samoa hosted the inaugural visit of the Japanese delegation, followed by Samoa’s reciprocal mission to Japan in July 2024. He said those earlier exchanges laid a strong foundation for shared learning and cooperation in law and justice.

“The focus of this Strategic Dialogue — offender rehabilitation — reflects our understanding that true justice goes beyond punishment; it extends to restoration, reintegration, and the prevention of future harm,” the Minister said.

“By investing in effective rehabilitation, we give individuals a second chance, strengthen families, and build stronger, more resilient communities.”

Over the two days, the Japanese delegation will engage with Samoa’s justice sector agencies involved in corrections, probation, and rehabilitation. The discussions aim to identify practical approaches and strengthen institutional capacity in support of the rule of law.

Minister Fesolai Apulu conveyed Samoa’s appreciation to the Government and people of Japan for their continued friendship and support, expressing confidence that the partnership will continue to grow and yield tangible benefits for both nations.
