The deal was signed during a courtesy meeting between Ho Chi Minh City deputy chairman Nguyen Loc Ha and Liverpool deputy mayor Mike Wharton, held as part of an official visit to the United Kingdom by Vietnam’s Party General Secretary To Lam.
The memorandum commits the two cities to exchange expertise, promote joint projects, and explore investment opportunities.
In healthcare, it includes collaboration on medical research, advanced treatment techniques, and the application of artificial intelligence to patient care.

In education, the agreement encourages student and faculty exchanges, joint training programs, and the establishment of satellite campuses of Liverpool institutions in Ho Chi Minh City.
Science and technology cooperation will focus on research, innovation, and high-tech investment, including artificial intelligence and data-driven health initiatives.
The signing took place against the backdrop of recently-upgraded diplomatic ties between Vietnam and the United Kingdom, which now enjoy a comprehensive strategic partnership.
Ho Chi Minh City deputy chairman Nguyen Loc Ha also met with British firms and financial institutions to promote the city as a regional hub for high-tech finance, urban infrastructure, and green economy initiatives.
