Days of relentless rain have caused widespread devastation across multiple provinces and cities.
Fatalities were recorded in Hue City, Da Nang City, and Lam Dong Province.
The missing include two people in Quang Tri, six in Hue, and four in Da Nang.
Prolonged flooding destroyed 51 homes, damaged 122 others, and submerged 128,024 houses — including more than 76,000 in Da Nang, 44,000 in Hue, and 5,200 in Quang Ngai.
Roughly 90 communes and wards across the region remain underwater, with depths ranging from 0.2 to 3 meters.
Floodwaters also devastated farmland, submerging over 4,300 hectares of crops, mainly in Lam Dong and Da Nang, and 657 hectares of fruit trees. More than 16,300 livestock and poultry were killed or swept away.
Severe landslides and flooding have disrupted major transport routes, including 19 national highways.
In Hue, 38 landslides were reported, with serious damage at Ka Tu Pass and along sections of the Ho Chi Minh Road.
Da Nang reported 1,880 meters of road damage and 62,845 cubic meters of displaced soil and rock, while Quang Ngai recorded 170 landslides with more than 22,500 cubic meters of debris blocking 80 local roads.
Rail services were also disrupted, with the railway sector suspending operations on the Van Xa-Hue section, halting north-south trains SE1/2, SE3/4, SE7/8, and SE19/20.
The Ministry of National Defense issued eight emergency orders, deploying 10 working groups from Military Regions 4 and 5 to the hardest-hit areas.
Deputy Prime Minister Tran Hong Ha and Lieutenant General Nguyen Van Gau, Deputy Minister of National Defense, inspected relief operations in Hue, while Military Region 5 set up a forward command post in Da Nang’s Tra Leng Commune.
As of Thursday, 163,795 military personnel and 3,415 vehicles had been mobilized for rescue operations, evacuating 9,876 households with 30,705 people to safety.
In Hue, troops helped relocate patients and equipment from Hue Central Hospital and Hue City Rehabilitation Hospital. Military-run telecom group Viettel maintained communications in isolated areas.
To support ongoing relief, the government released national reserve supplies for Hue, including 300 metric tons of rice, high-speed boats, generators, tents, 5,000 life jackets, 300 life rafts, and other rescue equipment.
Between Wednesday and Thursday, Military Regions 4 and 5 distributed 27 metric tons of dry rations along with instant noodles, bottled water, and ready meals to cut-off communities.
Military Region 5 oversees operations in five central and Central Highlands localities, including Da Nang, Dak Lak, Gia Lai, Khanh Hoa, and Quang Ngai, while Military Region 4 covers the north-central provinces of Thanh Hoa, Nghe An, Ha Tinh, Quang Tri, and Hue.
