ND Industrial Commission approves $45 million in oil and gas grants

BISMARCK, ND (KXNET) — The North Dakota Industrial Commission has approved more than $45 million in grants during the 62nd round of the Oil and Gas Research Program.

The commission, comprised of Governor Kelly Armstrong, Attorney General Drew Wrigley, and Agriculture Commissioner Doug Goehring, approved $45.1 million to be used for projects that enhance oil and natural gas production in the state.

The program is funded by oil and gas production extraction taxes, and those who apply for a grant are required to match 50% or more of the funding awarded.

The 69th Legislative Assembly added $25 million to the program for projects related to Enhanced Oil Recovery (EOR), which refers to methods to extract crude oil after primary and secondary methods are exhausted. It involves fluids or gases being injected into oil and gas formations to aid in oil extraction.

“EOR projects have the potential to change the trajectory of the state’s oil and gas production,” the Commission said in a joint statement. “If successful, these projects can increase and extend, perhaps by decades, oil and gas production in the Williston Basin.”

ND commerce department launches grant to drive rural economic development

The following projects received funding:

  • $13,998,200 to Chord Energy for “Large-Scale Hydrocarbon Gas Injection EOR Pilot”
  • $9,836,905 to Continental Resources for “A Multi-Well, Multi-Zone EOR Project Utilizing Produced Gas in Williams County”
  • $8,771,905 to Continental Resources for “Large-Scale miscible Gas Huff n Puff EOR Pilot in Dunn County”
  • $5,000,000 to Cobra Oil & Gas Corp. for “EOR and Advanced Completion Design for Tight Carbonate Reservoirs in Western North Dakota”
  • $1,535,000 to Devon for “Proposal for Surfactant-Based EOR Pilot Testing Program, Bakken – Three Forks formations”
  • $6,000,000 to EERC for “Bakken Production Optimization Program (BPOP) 5.0”

“EOR is a longtime proven technology,” U.S. Senator John Hoeven said in a press release. “North Dakota demonstrates that every day through the Dakota Gasification Company, which has been providing CO2 to the Weyburn Field in Canada for EOR for 25 years. Now through Crack the Code 2.0, we’re working to bring this technique to the Bakken to benefit both our oil and coal industries, and today’s funding from the North Dakota Industrial Commission is an important step in that effort.”

The commission also approved $1,000,000 in Renewable Energy Program matching grants.

The approved Renewable Energy Program projects include:

  • $500,000 to Wellspring Hydro for the “Unlocking Lithium Carbonate in Produced Water for Battery Grade Li2CO3 for In-State Cathode Manufacturing” project
  • $500,000 to the University of North Dakota for the “Empowering the Critical Minerals for Novel Cathode Materials-based Drone Batteries” project
