Oklahoma jailer and interim jail administrator fired after inmate sex investigation

JAY, Okla.– Two Delaware County Sheriff’s employees were fired for allegedly having sex with an inmate and for trying to cover up the alleged misconduct.

The now former Jailer Rebecca Chalakee, 31, was arrested for sexual misconduct, and former Interim Jail Administrator Joseph Quigly, 27,  was arrested for attempting to cover up the alleged sexual misconduct, said Delaware Public Information Officer Cpt. Josh Bynum.  

Sexual acts or sexual contact between any staff person and an inmate, even if the inmate consents, initiates, or pursues, are always prohibited and always illegal, according to Oklahoma law.

He said both former employees were arrested on Friday and are scheduled for arraignment on Monday in Delaware County District Court.

“Although this is early in the investigation, Sheriff Ray Thomas ordered the release of this information about the arrests to underscore his commitment to transparency and accountability to the community his office serves,” Bynum said.

Due to the early stages of the investigation, Bynum said no other details would be released on Saturday.  

Chalakee is free on $50,000 bail, and Quigly is free on $21,000 bail.
