PHOENIX – A man accused of killing his stepfather and shooting his teenage brother during a family fight on Wednesday night at a north Phoenix home has been arrested.
What we know:
The shooting happened on Oct. 15 at around 7:30 p.m. near 16th Street and Bell Road.
Phoenix Police say officers responded to the scene and found a man with a gunshot wound on the road. A teen was also found shot next to a house. The man who was found on the road died at the scene. He was identified as 59-year-old Najbulla Rafie.
The teenager was hospitalized with non-life-threatening injuries.
Suspect fled scene, later returned

Witnesses reported to police that the suspect, 28-year-old Milad Rafie, fled the area after the shooting. Police say as officers were securing the scene, Milad returned on foot and turned himself in.
Family fight led to shooting: PD
Investigators say the shooting stemmed from a family fight inside a home.
“Preliminary information suggests Milad got into an argument with family members inside their home,” Sgt. Phil Krynsky said. “The argument escalated to the point where Milad pulled out a firearm and shot his teenage brother. Milad then went outside and shot his stepfather, 59-year-old Najbulla Rafie.”
Milad was arrested and booked into jail. He’s accused of multiple charges, including second-degree murder.

“The investigation remains active as detectives continue to process evidence,” Krynsky added.
