A Rappler investigation found that Eddmari Construction and Trading, a firm linked to Pampanga 4th District Representative Anna York Bondoc-Sagum and San Luis Mayor Jayson Sagum, secured P2.38 billion worth of flood control projects from 2016 to 2025.

The said construction firm — Eddmari Construction and Trading — was questioned by the Department of Public Works and Highways over its “substandard” flood control project in Barangay Candating in the town of Arayat.
