In “Africa at heart”, former president Macky Sall responds to accusations from the new government regarding a supposed “hidden debt” of the Senegalese state.
He strongly contests the calculation method used to incriminate his administration, denouncing accounting manipulation. “By means of an accounting artifice, the government added all contingent debt of national companies to the public debt, which is simply unacceptable,” he writes.
According to Macky Sall, public debt should be limited to the direct commitments of the state through the Treasury. “Not at all that of national companies which have assets and liabilities, such as Senelec or Air Senegal,” he specifies. The former president insists that these accusations are based on a change in methods and calculation bases, distorting the economic reality to serve political objectives.
