Typhoon Opong (Bualoi), the Philippines’ 15th tropical cyclone for 2025, is threatening many areas in Luzon and the Visayas, including Metro Manila and the rest of Southern Luzon. It could make landfall first in Eastern Visayas and then in Bicol on Friday, September 26, carrying torrential rain and fierce winds.
The southwest monsoon or habagat is also affecting several provinces on the western side of the country.
The Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA) warned the public to be on alert for hazards, including floods, landslides, and storm surges.

At least 170 residents evacuated in Northern Samar
At least 170 residents who evacuated from the coastal areas of Barangay Dalakit in Catarman, Northern Samar, are currently taking shelter in the capitol gym. Governor Harris Ongchuan urged all residents living in low-lying and coastal areas to evacuate.
Following the suspension of sea travel on Wednesday, September 24, the Philippine Coast Guard reported at least 231 stranded passengers and 180 rolling cargoes at the ports of Allen and San Isidro.
Provincial Disaster Risk Reduction Officer Josiah Echano told Rappler that the province’s rescue personnel are on standby for immediate deployment. All medical staff of the Northern Samar Provincial Hospital are on alert, while basic needs, such as essential food and water supplies, have been prepositioned throughout the province.
