MUSCAT – This comes as part of the Ministry’s strategic vision to enhance learning through technology and modernise the educational experience for students and teachers alike.
In a joint meeting held with monitoring teams across the educational governorates, the main committee reviewed the significant milestones achieved during the 2024/2025 academic year and laid out the roadmap for the current academic year (2025/2026).
Announcing the launch of the third phase, the team explained that Phase 3 will extend the Noor platform to 730 schools, covering 60 percent of Oman’s schools. The Ministry aims to unify change management and follow-up teams at the governorate level to ensure streamlined implementation and support for teachers and students.
Dr. Sultan bin Mohammed Al Kindi, Acting Director General of Vocational and Technical Education and Chairman of the Main Committee for the E-Learning System and Digital Repository, addressed the most notable achievements of the first and second phases, highlighting the project’s success in activating the system across schools and target groups.
Key Achievements of Phases 1 and 2 include implementation in 578 schools across all governorates, 96 percent teacher access and 65 percent student access to the e-learning system, and full activation of digital services including e-learning tools, vocabulary banks, and digital repositories aligned with learning outcomes.
As part of the third phase of the e-learning system and digital repository project, the Ministry of Education has introduced several key initiatives aimed at strengthening the digital learning environment. A major development is the expansion of the training platform, which now offers both basic and advanced digital courses tailored for teachers, school principals, supervisors, and system specialists. These efforts are supported by training centres and certified trainers across the governorates, ensuring that educators are well-prepared for the platform’s full implementation.
To enhance user support, the Ministry launched a new AI-powered technical support system called “C-Help.” This platform provides 24/7 assistance, utilizing artificial intelligence tools to improve response time, analyse user data, and raise the overall efficiency of technical support services.
In assessment and evaluation, an integrated system is being developed to align homework, quizzes, grade sheets, and continuous assessment tools with the official educational measurement framework. This ensures accuracy and transparency in tracking educational performance.
Digital content has also been significantly enriched, with over 1,100 educational elements, including e-books, interactive videos, and activities, uploaded to the Noor platform. These materials are carefully linked to learning outcomes and developed collaboratively by central and governorate teams.
The Ministry is also updating the Noor mobile application to ensure compatibility with various operating systems and enhance user experience. Simultaneously, the use of interactive screens in classrooms is being expanded, with training already underway to maximize their potential in delivering interactive, engaging lessons.
In terms of cybersecurity, the Ministry has implemented a single sign-on system using official Ministry email credentials, along with strict security protocols to protect against cyber threats. Schools are encouraged to activate student email accounts to ensure full access to digital tools, including virtual classrooms and Microsoft Education platforms.
To support efficient system management, efforts are underway to integrate the Noor platform with other educational systems such as the assessment platform, digital atlas, and virtual laboratories. This includes defining user access levels based on job roles to ensure clarity and prevent overlap.
The Ministry is also working on a comprehensive plan to enhance the educational supervision system. Updated school supervision and evaluation forms are being developed to raise the quality of educational and administrative performance, reinforcing the broader goals of educational reform and digital transformation.
