CASPER, Wyo. — On Tuesday, the Natrona County Board of County Commissioners will vote to submit a request for proposals to contract with attorneys for involuntary commitment cases.
According to the drafted request for proposals, the county is looking for at least one independent contract attorney to represent and defend patients in Title 25 cases, which pertain to the hospitalization of people with mental illnesses.
Applicants will be evaluated by a committee comprised of a representative from the county attorney’s office, a member of the Board of Commissioners and another county employee.
The RFP states that proposals are due Dec. 15, and selections are expected to be announced in early January 2026.
In May, it was decided by the county that contracted attorney Carina Ostberg would be taking over the involuntary hospitalization procedures. This came after the county attorney’s office saw its staffing plummet with the departure of four attorneys, including former county attorney Heather Duncan-Malone and deputy county attorney Jared Holbrook.

In other business, commissioners will vote to approve a memorandum of understanding with the Federal Lands Access Program, or FLAP, for funding to support Gray Reef Road.
Work will include replacing culverts, replacing a bridge and widening the road in multiple places.
The purpose of the agreement is to set forth the anticipated responsibilities in the development, construction and future maintenance of the project. If FLAP funds are used for development or construction of the project, Natrona County will commit to provide leverage funds of $1,060,000 and $75,000 in in-kind work.
The BOCC meeting is scheduled for Nov. 4 at 5:30 p.m. in the Natrona County Administration Building, 200 N. Center St. The meeting is open to the public.
